The Ontario Immigrant Nominee Program (OINP) has issued 15 Invitations to Apply (ITAs) in the Entrepreneur Stream. The minimum score was 127. Expressions of Interest that were scored by September 12, 2019 were the only ones eligible for consideration for this draw.

The Entrepreneur Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). This stream is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.

It gives an entrepreneur (and up to one foreign national business partner) the opportunity to be nominated for permanent residence once their business has been established in Ontario.

The Entrepreneur Stream application is a two-stage process.

Stage 1

1. Register an expression of interest by email

2. If invited, submit an online application

3. The entrepreneur and business partner (if applicable) attend a mandatory in-person interview at the OINP office in Toronto

4. If their stage 1 application is successful, they must sign a performance agreement

Stage 2

1. They get a temporary work permit support letter to enable them to apply to IRCC for a temporary work permit

2. Establish the business – they have 20 months to implement their business plan and submit a final report

3. If their business meets all requirements, they are eligible for nomination for permanent residence.

EEBC - International Graduate, minimum score - 100

SI - Skilled Worker, minimum score - 93

On September 10, the minimum score for all the four categories:

1) EBC - International Graduate, 2) EEBC - Skilled worker, 3) SI - Skilled worker and 4) SI - International graduate was 90.

The number of nominations depended on various program and economic factors, including B.C.’s annual allocation, the B.C. Labour Market Outlook: 2018 Edition, historic BC PNP nomination trends and existing application inventory levels. For 2019, the allocation is 6,500.

The number and frequency of invitations to apply is based on annual nomination allocations from the Canadian federal government (IRCC), and the provinces ability to process applications in a timely way.

Saskatchewan’s new Expression of Interest System

Saskatchewan’s new Expression of Interest system for Express Entry, Occupations In-Demand sub-categories has more benefits that the previous first-come, first-served model.

The first-come, first-served model that was used for the international skilled worker sub-categories had prevented many qualified candidates from applying as they missed the date for submitting their applications.
The Occupations In-Demand sub-category is for eligible skilled workers who have the required amount of work experience in one of Saskatchewan’s in-demand occupations.
Applicants who are interested need to register a profile with the Saskatchewan Immigrant Nominee Program (SINP). They are provided with a ranking score that is based on their answers to questions relating to work experience, education and English or French language proficiency, and a couple other factors.
Applicants who score 60 points on Saskatchewan’s assessment grating are entered into its pool of candidates for the Express Entry and Occupations In-Demand sub-category. Applicants who are selected are invited to apply for a provincial nomination through the usual draws.
