New Body to Regulate Immigration Consultants

The new Liberal government’s budget has provisions to create a new oversight body for licensing immigration consultants. This new body will have the power to crack down on anyone preying on newcomers. The provisions in this bill also prohibits ghost consultants from using certain titles and representing themselves as licensees, and gives this new body power to seek an injunction for any violations.

The bill proposed to create the “College of Immigration and Citizenship Consultants” that will govern the practices of consultants. It will replace the existing Immigration Consultants of Canada Regulatory Council (ICCRC).

The bill proposes to require licensees to comply with a code of professional conduct established by the federal immigration minister.

The bill proposes doubling the existing maximum fines currently offered for consultants found to be violating existing rules. The college will also establish a fund to compensate victims of exploitative licensees.

“The college will have more tools to go after the bad consultants,” he said following Question Period. “I would expect that all those measures would enable the good consultants to continue to provide the good services that they’re able to provide.”
